There are other cyborg/android characters that can be seen in the intro for this game, who are assumed to be working for Dr. Ein - black, blue, and teal ones are seen in the slide preceding this screenshot. They're nothing more than background characters with no given story. I assume they're meant to look similar to MAX, back before MAX had any kind of story attached to him. They all have capes and head razors and stuff like he does.
